Here in currently frozen Connecticut, the laws have been the same for over 25
years, (all of my moped riding life). Personally I like our laws governing
mopeds, and it is partly because of the freedom and lack of expenses that I am an
avid moped enthusiast. Mopeds are considered motor driven bicycles, no insurance,
registration, title, helmet law or property tax. You must have a drivers license
and eye protection. The bike should "technically" be 50cc, not over 2hp and have
a top speed of 30mph. Also, you may not ride your moped on a limited access
highway, (not that I have ever been tempted) The only amendment to the 1974 law
was made in 1997 when they deleted the pedal requirement.
The police here are way to busy dealing with real criminals to ever hassle you,
even if you were inclined to bolt a Honda 305cc engine to a Puch frame as a friend
of mine did in 1978 (and his neighbor was an Easton Police officer!). You would
get yelled at by the cops if you took it out on I-95, (if you weren't killed
first), but the last thing they have the time or inclination to do would be check
out the engine size, horsepower, etc...
I have, however, run into and interesting problem with our town. We require a
sticker on motor vehicles to get in to the beaches, public golf course and town
marina. You get this by showing your registration and paying a fee; since a moped
is considered by the state to be the same as a bike, you do not need to have a
sticker. I have found that it is impossible to convince the elderly security
guards at the gates of this fact. I finally had the lady who was the head of
parks & rec department write me several "get into the beach/marina free cards" on
her business cards, stating that mopeds did not need town stickers. This taught
the guards in short order, and emancipated moped riders throughout the town!
Since I started doing this, there are several more elderly mopeds that have been
resurrected to take advantage of this loop-hole. Not only do you save the fee,
but you can zoom by the long line waiting to get in on a nice summer day.
